Our Environmental, Health, Safety, and Quality Department serves as a support system, working hand-in-hand with our field employees who carry out our operations daily.
Our dedicated team of safety professionals is committed to providing our field crews with the essential training, tools, and knowledge to execute their work safely. By relying on operational learning and leveraging the expertise of our field forces, we create practical and effective safety policies that strengthen our safety culture.
Safety
At Hallen Construction, we are dedicated to eliminating life-altering, life-threatening, and life-ending incidents, known as STKY events. While we strive to prevent all incidents, we understand that mistakes can happen. Our focus lies in building capacity for failure by developing mitigating controls to minimize the impact of such errors. When incidents occur, we conduct thorough assessments to understand systemic and process breakdowns, recognizing that failure is rarely the result of a single poor decision. This safety philosophy, better known as The Capacity Model, guides our daily work.
In line with our commitment to continuous improvement, we employ the Plan-Do-Check-Act cycle, ensuring that our safety measures evolve as we learn and adapt. Our voluntary adoption of the API’s 1173 Pipeline Safety Management System reflects this commitment. By involving our field forces in change management and improvement plans, we ensure sustainable growth and promote a sense of ownership among our employees.
Recognizing the importance of data-driven decision-making, we have established a robust framework for data collection, analysis, and reporting. This framework enables us to continuously assess and improve our performance in maintaining a safe and reliable pipeline system.

The Capacity Model™ aims to eliminate life-threatening, life altering and life-ending events by focusing on human performance and building the capacity to fail safely. Developed by Quanta in collaboration with industry experts and our workforce, this bold approach goes beyond traditional safety programs to ensure that successes aren’t left to chance and failures don’t result in tragedy. Our goal is simple: zero serious incidents.
Learning & Development Center
Hallen Construction is committed to providing thorough and extensive training to their employees so every member of the Hallen family can reach their utmost potential. Our comprehensive training programs are the key to our quality process and allow us to expertly enhance the communities in which we work.
In 2016, our company made a huge commitment to the future by opening Hallen U. This full-service training facility provides a state-of-the-art classroom, a 5000-square foot indoor hands-on learning area and a conference room. At the suggestion of our seasoned workers, an outdoor work site simulation area has recently been added.
Hallen recognizes the need for a highly trained workforce and the benefits of providing our employees a clear path to career advancement. This facility reflects the joint effort of our field and management forces and will provide the qualified workforce that our client partners need and deserve.
As a result of our training programs, both in-house and in conjunction with our clients, the employees at Hallen strive to set new industry standards of excellence. Hallen pledges to provide a workforce that is extensively trained in hazardous material handling and sensitive to environmental concerns.
